You know, because Resolve was originally designed to do that as its primary function. HDR out of Resolve needs the Studio version, unless you're just doing a straight 2020/P3 conversion. I may not be wording exactly right but Blackmagic greyed out the iso because it is treated so differently between camera companies and it’s difficult to get them all in line with one control system. Exposure treats the footage just the same as an iso level would.
